Chapter I: Leadership & Management

Domain 1 :

Leadership and management are committed to stakeholder’s hygiene & safety

Subdomain 1 :

A. The organization has stakeholder’s hygiene & safety as a strategic priority guided by a detailed action plan

B. The organization’s leaders should be aware about the govt. regulations and directives as well as industry best practices.

C. The senior management shall nominate at least one in-charge who shall have the overall responsibility to oversee the entire health & safety program and manage the operations as per the laid down guidelines.

D. The organisation shall make provisions for necessary resources required for an effective implementation of the guidelines and its monitoring.

Domain 2 :

The Organization has a comprehensive program for Proactive Management of Health & Safety

Subdomain 2 :

A. The organisation shall establish PMHS guidelines for safe operations taking into account regulatory requirements, as a minimum and keep them updated

B. The organization PMHS guideline identifies high-risk areas and activities, and takes appropriate measures to prevent infections.

C. The organization PMHS guideline is reviewed and updated at least once a year.

D. The organisation has a multi-disciplinary PMHS committee, which co- ordinates all safety and infection prevention and control activities

E. All stakeholders areas and staff areas are included in the PMHS program

F. The PMHS program identifies standards from recognized infection control guidelines to address cleaning and disinfection of environment.

G. The PMHS program identifies standards from recognized infection control guidelines to address care of linen & bedding

H. The organisation implements information, education and communication programme for PMHS activities for the community.

I. The organisation participates in managing community outbreaks.

Domain 3 :

Organizational leadership provides resources to support the PMHS program

Subdomain 3 :

A. The organization identifies situations in which personal protective equipment is required and ensures that it is available at any site of stakeholders/staff care at which it could be needed

B. The organisation allocates adequate funds from its annual budget for procuring adequate amount of resources

C. Adequate and appropriate personal protective equipment, liquid soaps, towels and other means of drying and disinfectants are available in the areas where hand-washing and hand disinfecting procedures are required.

D. Adequate and appropriate facilities for hand hygiene in all the areas including stakeholders and staff are accessible to healthcare providers.

E. Staff are trained and correctly use personal protective equipment in each identified situation

Domain 4 :

The organisation establishes and maintains a process of identification of applicable regulatory and other necessary requirements applicable to its operations and processes to maintain compliance.

Subdomain 4 :

A. The organization shall identify applicable regulatory and other necessary requirements, directives and guidelines related to any outbreaks or pandemic.

B. The organization shall establish a process of communication and monitoring of the compliance requirements.

C. The organisation shall establish a process for maintaining relevant documents and records for compliance and other necessary requirements.

Chapter II: Infection Control Monitoring & Surveillance

Domain 1 :

The organization establishes and maintains preventive measures to prevent and contain the spread of infection, including isolation facility, contact numbers of nearest hospital, emergency numbers and sanitisation protocols.

Subdomain 1 :

A. The organization allocates and identifies dedicated place(s) to store cleaning and disinfecting equipment and chemicals across various departments

B. The organization makes a provision for footbaths or footbath mats and sprays in accordance with the laid guidelines at the entrances and should be checked and cleaned, sanitized or changed at pre-defined intervals

C. Incoming couriers, materials and goods should be kept isolated

D. Adequate amount of PPEs, sanitizers and sanitizing tools should be maintained

E. The organization shall ensure that all equipment and contact surfaces are cleaned and disinfected on daily basis at pre-defined intervals

F. Surface disinfecting procedures are implemented for areas and situations in the organization identified as at risk for infection transmission

G. Clean and sterile supplies are properly stored in designated storage areas that are clean and dry and protected from dust, moisture, and temperature extremes.

H. Staff shall be trained for these practices

Domain 2 :

The organization establishes processes for ensuring safe public interaction (external & internal)to prevent communicable infection.

Subdomain 2 :

A. Entrance control system shall be in place to sufficiently identify all people entering the workplace.

B. Adequate controls shall be in place to prevent unmonitored movement from one workplace to another and within the workplace.

C. Provision for reporting of communicable disease cases such as COVID-19, H1N1 positive cases as required by the regulation shall be in place.

D. Staff / visitor with known or suspected communicable disease are isolated in accordance with recommended guideline

E. Facility contact numbers of all the nearest hospitals should be available at all the relevant places within the organization

F. Staff shall be trained for these practices

Domain 3 :

The organisation performs surveillance to capture and monitor infection prevention and control data

Subdomain 3 :

A. The organization shall follow and adhere to monitoring compliance with hand-hygiene guidelines.

B. The organization shall follow and adhere to monitoring the effectiveness of housekeeping services.

C. The organisation shall follow and adhere to monitoring laundry and linen management processes

Domain 4 :

The organization reduces the risk of infections associated with the operations of kitchen & food services

Subdomain 4 :

A. The organization stores food products using sanitation, temperature, light, moisture, ventilation, and security in a manner that reduces the risk of infection

B. The organization prepares food for staff and/or visitors/stakeholders using proper sanitation and temperature.

C. Kitchen sanitation measures are implemented to prevent the risk of cross contamination.

D. Food handlers should be immunized in accordance with the accepted guidelines

E. Staff should be trained for these practices

Chapter III: Infrastructure & Construction Risks and Engineering Controls

Domain 1 :

The organization should identify and establish the requirements and provide measures to maintain the indoor air quality and thereby reducing the risk of infection in facility associated with mechanical and engineering controls

Subdomain 1 :

A. The organization ensures that the workplace is well ventilated to maintain clean air.

B. The organization ensures that the toilets and washrooms are adequately ventilated with operational and fully functional exhaust fans.

C. The organization shall ensure provisions for essential utilities (HVAC, AHU etc.) with appropriate filters to maintain clean air, where there is a requirement of specific environmental conditions (temperature and humidity).

D. The organization shall ensure a robust maintenance mechanism to ensure that the utilities and filters are working effectively.

Domain 2 :

The organization should establish and implement process that reduces the risk of infection in the facility during demolition, construction, and renovation.

Subdomain 2 :

A. The organisation has appropriate engineering controls to prevent infections

B. The organisation designs and implements a program that uses risk assessment criteria to minimize the risk of infection during new construction, demolition and renovation

C. Assessment and management is done for the risks and impact of the demolition, renovation, or construction on the quality of air and infection control and safety activities

Domain 3 :

The organization shall ensure that appropriate signage are displayed in order to identify the risks related to infections

Subdomain 3 :

A. The organization should display informational/directional signage at prominent locations encouraging risk minimizing behaviour

B. Signage should include hand hygiene instructions at all hand wash and hygiene stations

C. Signage should also include social distancing norms as well as entry and exit protocols

D. Signage should include information about various symptoms that are noted either in the family or close associates along with sickness reporting

E. Signage should include self isolation & quarantine rules

F. Signage should include cough, sneeze and tissue hygiene

G. Signage should include use of PPEs including Gloves, masks, eye shields etc.

H. All the sigange should be displayed bilingually to ensure that it is understood by all the categories of staff.

Chapter IV: Management of Transport & Supply Chain

Domain 1 :

The organization establishes and implements processes for safe travel and transport of people (employees, contractors and stakeholders, as applicable) and goods & materials.

Subdomain 1 :

A. The organization shall establish a process to ensure safe travel and transportation of people, goods and material.

B. All vehicles shall be disinfected before the start of a trip and at the end of the trip and at a predefined frequency.

C. The passenger vehicles in the organization should be provided with seating instructions so as to ensure social distancing norms during travel

D. The organization should identify and authorize/approve vehicles allowed for use by the employees, contractors, etc. and those entering within the organization premises

E. All the vehicles should be adequately equipped with PPEs and sanitiers at all times

F. The organization should establish a process to manage and dispose any packaging material in a safe manner to prevent infection or contamination

G. The vehicle drivers and attendants shall be screened for the symptoms of COVID-19 or other infectious disease and their movement within the workplace shall be restricted.

Domain 2 :

The organization establishes and implements guidelines for communication with the contractors, and ensures them for a safe workplace and operations

Subdomain 2 :

A. The organization ensures proper communication to all the stakeholders including suppliers, contractors and visitors (while entering and leaving the organization) on various steps taken to prevent the exposure to any infectious and communicable disease.

B. The organization shall establish and imlement a process to ensure that the suppliers and contractors comply with the laid guidelines and government directives if any related to the management of infectious diseases

Chapter V: Waste Management

Domain 1 :

The organization shall adhere to the regulatory and necessary requirements for waste management and implement them to ensure its safe management & disposal.

Subdomain 1 :

A. The organization should identify and establish protocols for safe handling and disposal of waste including collection, storage and disposal.

B. The organization should make provision for adequate number of dustbins with proper fitting covers

C. Potential infectious waste should be identified by the organization and appropriate colour coded bags/containers/bins and labelling guidelines should be adopted considering infectious and communicable disease implications

D. Disposal of infectious waste is managed to minimize infection transmission risk specially disposal of the PPEs

E. The organization shall establish and implement appropriate protocols for frequent cleaning and sanitization of all the waste bins/containers, trolleys or vehicles used in waste handling to prevent contamination and spread of infection

Chapter VI: Human Resource Managment

Domain 1 :

The organization shall ensure that personal hygiene and safety practices are established and implemented for the safety of the employees within the organization as well as on-field.

Subdomain 1 :

A. The organization shall develop a screening protocol for all the employees using non-contact methods

B. Screening should include but not limited to temperature monitoring, checking visual symptoms and self declaration from the employees

C. The organization should also screen the clothing/attire of the employees and contractual staff for their cleanliness to ensure prevention of any contamination and spread of infection.

D. The organization shall make provisions for washing of the staff uniforms daily in accordance with the laid guidelines specially for the high/risk or sensitive areas

E.The organaization should keep a record of the screening results of the employees who have positive symptoms and should also keep records of declarations from the employees

F. The organization should establish and implement handwashing and hand sanitization protocols and demonstrate the practice within the workplace for the employees

G. The organization should ensure that all the employees use appropriate PPEs including contractual staff in accordance with proper guidelines. Replacement of PPEs should be appropriately addressed

H. The organization shall identify possible discriminatory practices (like discrimination against the persons with a history of COVID-19 or infection/ persons from affected areas/regions or not providing for PPEs for contract workers etc.)

I. The organization shall make provision to isolate/quarantine the employee(s) till the medical help arrives who show symptoms of infection

Domain 2 :

The organization shall establish and implment protocols to ensure practice of social distancing in all the areas of the premise for preventing the spread of infection.

Subdomain 2 :

A. The organization should make provisions in all the areas including kitchen/pantry, canteen etc to ensure that social distancing is maintained

B. The organization should also plan to conduct meetings with minimum employees maintaining appropriate distance

C. The organization should ensure that dedicated food handlers are available to serve food to the employees and visitors while maintaining social distancing norms

D. The organization should establish and implement special measures to minimise the risk of contact during frisking or checking by the security staff

E. The same shall be maintained in accordance with the regulatory guidelines

F. Staff should be trained on practicing social distancing
